Light Up Lancaster 2016 – Documentation Brief

 

Introduction

 

This brief has been prepared to provide information on Light Up Lancaster Festival on Friday 4th and Saturday 5th November 2016 and sets out the Documentation requirements.

 

About Light up Lancaster Festival

2016 will be the fourth year of Light Up Lancaster Festival. The festival includes a light and art trail through the city centre and culminates on the Saturday night with an extravaganza of fireworks, which lights up the historic landscape and skyline of the city, and is recognised as one of the finest displays in the north.

The 2016 event dates are Friday 4th and Saturday 5th November. Some artworks will be in situ/performed for just the Friday evening, and others will continue into the Saturday, alongside the fireworks spectacular.

 

Light Up Lancaster is delivered by Lancaster Arts Partnership (lead organisation for this project is The Dukes) in partnership with Lancaster Business Improvement district (BID)and Lancaster City Council, supported by funding from Arts Council England among other funding partners. The Festival is planned and managed by a Steering Group which includes representatives of the local business community and arts organisations.

A range of participatory workshops will lead up to the weekend event, some of which will support the creation of some installations; school and community groups will take part in some performances. Creative workshops will also take place over the weekend, enhancing the festival atmosphere and giving people new reasons to extend their visit.

The 2015 festival attracted audiences of 22,000 people across the weekend, with a further 2,000 taking part in artist led workshops. Visitor numbers are expected to grow in 2016.

 

Light Up Lancaster is a Lancaster City Council and Lancaster Arts Partnership initiative (lead organisation for LAP is The Dukes). It is supported by Arts Council England, Lancaster’s Business Improvement District (BID) and Lancashire County Council, amongst others.

The documentation of the project consists of two tasks: photography and film-making. We are inviting proposals from freelance practitioners, either to undertake both photography AND film-making or to undertake one of those tasks.

 

Purpose of the documentation:

  • To provide documentary evidence for event partners
  • To provide marketing materials for future events and publications by Lancaster City Council, Lancaster BID and/or any of the Lancaster Arts Partners
  • To support reports to funding partners and key stakeholders
  • To support funding applications for the event in future

 

Task One – photography:

  • To attend one briefing meeting with the Light Up Lancaster Creative Producer
  • To provide a broad selection of high quality still images (some documentary style, some promotional print and web, some for press use) from:
    • The Illuminate project, including preparations, workshops and the installations themselves (in shop windows from 31 October onward)
    • Preparations and rehearsals for Light Up Lancaster (to be agreed – points in the run up to the 4/5 November events)
    • Workshops in the run up to the Festival
    • Light Up Lancaster events (4 and 5 November)

 

  • To provide some images during the festival run-up via a negotiated platform (dropbox/email/disc) for use in social media etc.
  • To provide all images of the festival within 1 week following the event, in a format to be agreed.
  • The photographer will be credited when possible.

 

Task Two – film:

  • To attend one briefing meeting with the Light Up Lancaster Creative Producer
    • To provide an edited and captioned 4 minute film documenting the festival, to include music, interview segments and voiceover if appropriate. For use by all partners as documentary evidence and on partner websites and broader use. The documented events are:
    • The Illuminate project, including preparations, workshops and the installations themselves (in shop windows from 31 October onward)
    • Preparations and rehearsals for Light Up Lancaster
    • Workshops in the run up to the Festival
    • Light Up Lancaster events (4 and 5 November)

 

  • To provide a first edit film by November 18 and the final edit, incorporating all agreed changes, additions and amendment by November 25. This final edited film to be made available in an agreed high res digital format
  • The film maker will be credited on the film

 

Other Considerations:

  • The Festival weekend is 4 & 5 November, and there will be preparations at several points in the run-up to the weekend
  • Photographs will be used in reports, publicity materials, websites and social media, print media, press etc by event partners
  • Project photography will be overseen by the Light Up Lancaster Creative Producer on behalf of the lead organisation, The Dukes
  • Total fees available:
  • Photography:      £900, inclusive of any VAT chargeable and any expenses.
  • Film-making:      £1,100, inclusive of any VAT chargeable and any expenses.

  • 31 August: Applications closing date
  • 50% of the fee will be paid on signing of contract and receipt of an invoice. The remainder of the fee will be paid on satisfactory completion of the work, once a final invoice is submitted.

Submit a short summary of how you intend to fulfil this brief, and evidence (samples or citations or links) of past work on comparative project/s.

A panel from the Light Up Lancaster Steering Group will assess each submission and inform all applicants by 9 September.

 

Applicants are asked to make it clear on their proposal whether they are proposing to undertake the photography OR the film-making OR both.
